Is it Biblical to Have Apostles Today?

The revolution for the restoration of apostleship is based on Ephesians 4:11-12 which reads, "And He gave some as apostles, and some as prophets, and some as evangelists, and some as pastors and teachers, for the equipping of the saints for the work of service, to the building up of the body of Christ."

In the first 100 years of the early church, both the office and spiritual gifts of apostles was functional. This was the position held by the 12 original disciples of Jesus Christ. In the bible, those who held the position of apostles were all chosen by Jesus Christ Himself, Mark 3:16-19. Judas replacement with Mathias in Acts 1:20-26 was done by Peter not Jesus. Because the choice of true apostles require Jesus Himself choosing them, Paul was chosen by Christ 1 Corinthians 15:8-9; Galatians 1:1; 2:6-9. This was the reason why the name of Mathias never appeared again in the whole Bible. These men were tasked to set the base or foundation of the  church. This was for the whole Church, Ephesians 2:20. This should be clear for apostles office not to be functional nowadays. 
Apostles of these days are chosen much like how Peter chose Mathias or they choose themselves. 
There is great difference between Apostles position and their office. BELLOW ARE LISTS OF APOSTLES WITH SPIRITUAL GIFTS.
-James 1 Corinthians 15:7: Galatians 1:19.
-Barnabas Acts 14:4, 14: 1 Corinthians 9:6), 
-Andronicus and Junias Romans 16:7, 
-Possibly Silas and Timothy 1 Thessalonians 1:1; 2:7, 
-Apollos 1 Corinthians 4:6, 9. This last slot had the gift of apostleship but not the "office" conferred upon the 12 and Paul. Those who had the gift were those who preached the gospel  with define authority. "Apostle" means "one sent with authority." This was true with those who held the office of Apostleship where Paul is typical example and those who had the gift of the spirit where Apollos is a typical example. Though there are men like this today, men who are sent by God to spread the gospel, it isn't appropriate to refer to them as apostles since many are not aware of the two differing uses of the term apostles office and position.

Currently the revolution to restore the  office of apostles isn't scriptural. Those who opt for restoration of apostles teach that they shouldn't be spoken against because of their claimed apostolic position and office but in contrast, Apostle Paul thanked the Bereans for reviewing what he taught by comparing them against the Bible to make sure it's relevant to  the truth Acts 17:10-11. Paul also wrote to  Galatians  if he himself, taught contrary Gospel, he should be cursed Galatians 1:8-9. Paul ever kept pointing people to the scriptures as the only final authority. Most of the current  men who claim apostleship position make themselves the ultimate authority with body guards which is what Paul and other original apostles never did.
Let's also take note of the past tense in the verses  (2 Peter 3:2) also read Jude 3-4, encouraging people  not to stray from the message of the apostles "past tense". Hebrews 2:3-4 also speaks in the past tense.
